This is regular reflection, whether you use Glass BSDF shader or Principled BSDF
Now add a Noise texture node, you can press and hold ctrl + shift & click on the specific node to view the result on viewport
Now control the Noise texture output as a black and white Gradient with a Color Ramp Node then connect the dimmed Color output to the IOR of the Glass BSDF node, and you are done, you have a deformed or bent reflection on a smooth surface
